Community Dialogue Trainings - 2020 (Rakai and Kyotera)

Greenwatch conducted two (2) dialogue trainings with the communities of Rakai and Kyotera districts. The objective of the community trainings and dialogue was to build their capacity in monitoring petroleum activities of the EACOP so as to promote environmental protection, land and socio-economic rights and equipping the communities to benefit from opportunities that come with the development of the EACOP project. The first community dialogue held in Rakai district at the district municipal headquarters took place on 7th October, 2020 and the second dialogue was held in Kyotera district at Kakuuto sub county headquarters on the 8th October, 2020. 
 

Facts to note:  

  • The full ESIA report for the EACOP was still being reviewed by National Environment Management Authority (NEMA) after comments from stakeholder consultations were incorporated.
  • Delays in the EACOP construction were partly attributed to Tullow Oil’s transfer of shares to Total E.P
  • The agreements that needed to kickstart the EACOP construction included the Host Government Agreement (HGA), the Shareholders Agreement (SHA), Ports Agreement (PA) and Land Lease Agreement (LLA). The completion and signing of these agreements would allow for a Financial Investment Decision (FID) to be taken and allow for the commencement of the construction phase of the project. 
  • The HGA was signed on the 13th September 2020 between the governments of Uganda and Tanzania.
